Mr. Brown previously was Assistant General Counsel for the California Environmental Protection Agency’s Office of the Deputy Secretary for Law Enforcement and Counsel where he oversaw environmental enforcement related matters in the Southern California area.
Prior to Joining Cal/EPA, Mr. Brown was Southern California counsel at the Department of Toxic Substances Control where he had general enforcement, site cleanup and compliance related responsibilities. Mr. Brown joined DTSC from San Bernardino County’s District Attorney’s Office where as a specially deputized Deputy District Attorney he had general environmental prosecution responsibility. Mr. Brown has provided training on a variety of environmental topics for government and non-government organizations including the Cal/EPA Basic Inspector’s Academy, UCR Extension and the California Hazardous Materials Investigators Association. Mr. Brown has represented clients involved in various State and local regulatory environmental actions including hazardous waste, hazardous materials, asbestos, air quality, underground tanks and environmental audits and review issues. His background as a prosecutor in the environmental unit of San Bernardino County’s District Attorney’s Office and subsequent positions overseeing enforcement and Brownfields actions as Assistant General Counsel with California’s Environmental Protection Agency has given him extensive expertise with regulatory agencies and the myriad environmental laws that govern industry in California.
