March Joint Powers Commission votes to certify Environmental Impact Report and approve Specific Plan for Gresham Savage client, March Healthcare Development

(RIVERSIDE, CALIF.)— Gresham Savage client, March Healthcare Development, wins vote from the March Joint Powers Commission certifying an Environmental Impact Report and approving a Specific Plan for a mega-medical complex at March Air Reserve Base.  Gresham Savage serves as Chief Legal Counsel for March Healthcare Development.

Gresham Savage has played a lead role in the predevelopment phases of this multi‑million dollar project that is expected to create approximately 14,000 jobs and have a $2 billion economic impact on the area within the next 10 years.  Gresham Savage is involved in a variety of transactional and land use issues, including the Environmental Impact Report, the Specific Plan, the Disposition and Development Agreement and public financing issues related to the project.

The March Healthcare Campus will become a full-service medical complex, including a community hospital, medical office buildings, a wellness center, senior continuum of care facilities and supporting retail space.  Plans for the first phase include March Memorial Community Hospital, a Continuing Care Retirement Community, Medical Office Buildings, an Ambulatory Surgery Center, a Wellness and Education Center, Partnership with Riverside Community College District Allied Health Programs, Faith and Healing Gardens and Cross Word Christian Church.

In the weeks ahead, the Joint Powers Redevelopment Agency will consider approval of the Disposition and Development Agreement, which will implement development of the project.  Gresham Savage is participating in all negotiations regarding the Disposition and Development Agreement.  Following approval of the Disposition and Development Agreement, pending agreements with users will be implemented and necessary subdivisions of land will occur.

This destination medical campus is a compliment to the new UCR Medical School.
